Why this matters for employers
Heat is the leading weather-related cause of death for U.S. construction workers, and the cost of a single fatal incident — direct (medical, fines, settlement) and indirect (project delay, GC relationship damage, subcontractor prequalification status) — often exceeds the entire annual safety budget of a mid-sized contractor.

Why are new workers so much more at risk?+
Acclimatization to hot work takes 7–14 days of progressive exposure. New hires and workers returning after a week or more away have not built that physiological adaptation, and their bodies cannot dissipate heat as efficiently. The majority of construction heat fatalities occur in the worker's first week on the job.
What's the 20% rule?+
On day one of hot work, a new or returning worker should perform no more than 20% of the normal workload, then add roughly 20% per day until they reach full workload by day five (with continued monitoring through day 14). It is the protocol recommended by NIOSH, Cal/OSHA, and OSHA.
When should we suspend outdoor work?+
There is no universal threshold, but most construction safety programs suspend non-essential outdoor work at a 105°F+ heat index, suspend work entirely above 110°F, and require mandatory hourly paid rest in shade above 95°F. State plans (Cal/OSHA, Oregon, Washington) define minimums; many GCs apply stricter site-specific thresholds.
What records do GCs and project owners want to see?+
Written heat illness prevention plan, supervisor training records, daily heat-index logs for the project, acclimatization records for new hires, and incident or first-aid logs. Increasingly required as part of subcontractor safety prequalification.
